When I have the 12X-Mini-I camera reboot, it switches from GMT-5 time zone to GMT+8 since the NVR-ELT-4 was added to the network. If I shut the NVR down, a reboot of the camera is OK.

Please ensure that both the camera and the NVR have the correct settings. If you are changing these setting smanually turn off the NTP server found in the Network tab.

The NTP (with Date-Time under General with web interface) is unchecked. I have also unchecked DST also.

About 15 to 30 seconds after reboot the time on the camera picture switches from Eastern (GMT-5) to GMT+8.

When manually changing the time the GMT settings are not used as the DST and the NTP settings are disabled.

Then what is causing the NVR to cause the camera to change Time and Time Zone shortly after reboot?

If this camera is connected to an NVR you must match the manual settings on both the IP camera and the NVR's settings. As the NVR may change the cameras values.
