If you power it down, and then power it back up, do you here it beep? That beep indicates the recorder completed the boot process.
If you do not hear the beep, I would recommend you unplug any and all hard drives, and the DVR burner (if one), then re do this test.

Some more information:
The system has 4 - 4tb Western Digital Black Hard Drives for a total of 16tb of storage.
Originally, with all drives hooked up it never makes a beep. but I found out I could telnet to it.
I removed the sata cables to all 4 drives but left the power hooked up. -- The NVR completes its boot cycle.
I replaced sata cables 1 at a time and rebooted until I had 3 on and running. I replaced the 4th cable and it would not boot.
so I disconnected everything except the drive that wouldn't allow the system to boot. The NVR booted. So I replaced cables going the opposite direction. Again when I attached the 4th cable the NVR fails to boot.
On another note when all 4 drives power and sata cables are connected right before the system gets to what I would think is finishing up the POST the power turns of for maybe 1/4th of a second and it restarts the boot process.
I would say that is a firmware issue or PSU is not producing enough power for all drives. I would suggest to call in or open a ticket so we can try firmware. Also try using different wall outlet to plug into. If you have a bad wall outlet a lamp would still work but electronic devices will act strange.

I figured I would recognize the build date to see which series recorder it is, but I do not.
Can you do me a favor, can you send me a picture of the back of the board so I can see the layout of all the connections?
Once I have that I can request the latest update, if you do not have it already.
