The only way a POE switch can be plugged directly to the NVR is if your NVR supports 2 NIC's. If you do have a 2nd NIC, this will require much more pre configuring of the cameras and NVR. If you do not have the 2nd NIC, the POE(s) need to go to your router.
If you have multiple POE switches, they CAN NOT daisy chain from one to the other. The best way to have multiple POE switches is to put a regular gigabyte switch that p[lugs either to router or 2nd NIC, and then all your POE's will plug into the gigabyte switch.
