Hello!
I had a mix of 1MP bullet and dome IP cameras, for a total of 8. I just added 2 more 1MP bullet IP cameras, model IPOB-EL1MPIR50-E for a total of 10. I logged in to the web interface of the cameras and set the IP to static on each of them and used 10.1.1.99 for one and 10.1.1.100 for the other. After about one night of operation, both cameras continuously end up with an IP of 10.1.1.80 for no apparent reason. When I log back in to them, the video actually switches randomly between the two because they are both on the same IP. I have had to change them back 3 times now in just 2 days. They are not being completely reset to default, as my admin password still works.
It should be noted that these cameras are both plugged in to the switch (IP 10.1.1.1) on the back of our NVR. The NVR is model NVR-ELE32C-16P4K, 32 channel 4K NVR with 16 PoE ports.
Any help or ideas would be greatly appreciated!

If you have a laptop on hand. Please connect this laptop to one of the PoE Ports in your NVR-ELE32C-16P4K.
Use the config tool to set all of your cameras to DHCP, after doing so remove all of the cameras under the Remote tab.
You will then need to manually input each camera using the " Manual Add" button on te Remote Tab. To see your cameras IP, use the Config Tool. After doing so, you will no longer get doubled channels.
The issue comes from setting the cameras to static on the internal Switch.

Thank you for your solution and I will try this but nothing is explained in this answer, like mainly:
Why do my other 8 cameras do just fine plugged in to the switch with static IPs? They have been this way for months, been powered on and off, etc, no issues.
Why is it that setting a static IP doesn't work with this switch? No switch or IP devices I have ever worked with behave this way. Static means static. If that isn't the case, then it should not even be an option on the camera.
Also, on a side note: The Config Tool has thus far been unreliable for me. I have refreshed 3 times while I type and it has not been able to pick up all 10 cameras on the network yet. It has some, and I can configure them, but not all. That program is flawed somehow, not sure what to say about it. I can use a third party IP scanner and get all the cameras, two other switches, and it detects the NVR itself quicker and more accurately than the Config Tool.

The current firmware on the recorders look for anything on the Switch network. This inclused all the streams of each camera. Cameras have two or more streams. This is why you are getting the same IP twice.

The configtool will see the cameras based on the devices mac address and the vendor id. This means that any camera on the network will show on the list. If you are not connected directly onto one of the ports of the built in PoE switch you cannot see them as the internal PoE Switch creates its own network. To use the configtool in this manner ensure that the computer is on the same IP Scheme as the recorders internal switch and connect the computers LAN adapter to one of the ports of the recorders PoE Switch then launch the configtool. You also need to ensure that the computers firewall rules are allowing the incoming and outgoing packets to this application (configtool).
