When live streaming on my home network with ipad app, any type of motion is blurred. Looking at the time stamp, you sometimes see a delay of a second or two, then it will skip ahead to the right time. During playback mode, this doesn't happen.

From an ousider, I would turn down the substream on your NVR. Sounds like it is streaming at to high of a resolution. I think when using a phone or tablet you areviewing the camera in substeam. When viewing on a PC, you have the option to view on main or sub-stream.

the time skipping is absolutely normal when it comes to looking over a wifi device. There is delay in wifi unfortunately unless you have a super wifi router that completely avoids  interference. 

About seen the cameras blurry you could have the sub stream set to CIF instead of D1. Also you could reduce the bit stream to something like 320Mbps.

Seems to be worse on my ipad app as opposed to my android phone app. Should I be using Cbr or Vbr?

CBR (Constant bit Rate). You will need to post the sub stream info for your recorder here so we can see the settings, or give us a call today so one of our tech can login to your computer and access the recorder from the  web.

Well resolution is good for the sub stream, remember the phone uses the sub stream unless you specify to use main stream (Not Recommended if low bandwidth). Frame will not affect resolution but 1 Frame per sec is not realistic. Use 7 at least. Bit Rate  is fine, Bit rate (Kb/S) do 320 or 512. check the audio if you have a mic, if you don't then uncheck that option because even if there is no microphone you will be consuming bandwidth. Copy those settings to every channel.

When I de-select A/V , i have no video on phone using substream. When I switch the setting on my phone to use main stream then I get video. I don't have a microphone setup, but looks like I need to keep A/V button selected to view video ove8r phone if I want to use substream.

Correct but you can defiantly not select audio. I wouldn't matter anyway don't worry.
